The diatoms phase can be annoying, but I mostly just wait it out. Eventually they run out of resources, and then it's over.
I had the same experience once and it wasn't something that I would be able to wait out because of the sense of urgency it came with. I had to clean them out myself and it was a good job.
I haven't been in need do grow algae on my own because they are always of the habit of even over growing, so I focus more on trying to constantly control them not to over grow in my tank.

Algae is always an issue, and when it comes to my turtle tank, a big issue as there is additional lighting for the turtle that just promotes the growth of it all over the driftwood and glass walls. I've either manually cleaned it with a rough sponge, or in some cases I let the Malaysian Trumpet snails do the rest of the work in areas that I can't see (like the driftwood, or in spots that I just can't get due to how the tank is against a wall).
Dealing with algae is a very big challenge especially when your tank size is bigger. My uncle keeps working on how to prevent sunlight from entering the tank. He's even got to move his own twice but that never helped 100%.
You can put tap water in a jug, seal it up, leave it in the sun for two weeks and lo and behold, algae will still grow. Where does it come from?
It's good that you mentioned sunlight, it's one component that helps algae to grow out of no where but there must be another variable available as well to combine with the sunlight before they can grow and it's the availability of nitrite and phosphate in the water.
Snails work, some shrimp as noted too would be good. Tank seems too small though for any decently sized algae eater fish

Yes of course, it's as a result of excess activities of algae in your fish pond that eventually turns the whole water to green color and it's not safe for the fishes in it.
Everything depends on the kind of algae that's growing in your fish pond and in what size they are. Also, the kind of algae that's growing matters a lot. Just like Plankton algae is very good for the ponds ecosystem.
You should try and find out the level of nitrates and phosphate in your aquarium because once it's in sufficient quantities, with direct sunlight, it will cause massive growth of algae in your aquarium.

As for the water itself, it's not where the bacteria are found in in fish tank but in the solid surfaces in the aquarium such as decorations, plants, gravel, rocks and filter media.

I'm not a big fan of small space especially when it comes to fish tanks, the size is definitely going to affect the fishes in one way or another. Can you work on getting a bigger apartment? If that's possible, I think it would be better.

I personally love the green life it comes with, that's one thing that's always a constant for my pond. I might leave out drifting wood but never green life.
