Is it actually better for lights to slowly ramp up?

I heard fish get scared if the lights suddenly get turned off or on to max brightness, but I feel like they are so perceptive they'd sense even the smallest change in brightness. The light brightness changing 10 times in 5 minutes would probably scare them even more, wouldn't it?
