I've never figured why anyone would want to use a glue that cannot dissolve easily in water, and that could potentially kill the fish in a tank it it came apart.

It's always sad to hear of this happening. Probably a decent reason to make sure power generators are working, to keep the heat on and power getting to essential things like fish tanks. A couple members of my family have generators that they maintain monthly to make sure they have power in situations like what happened in Texas.
I generally fill them close to the top, and leave about an inch to an inch and a half. I hate seeing takes half empty or 3/4ths full, when it could be filled a little more safely.
I would love a pond with fish in it. We have the property to be able to house a small pond. Heck, if I got around to creating a pond for fresh water fish, I would have a few small ponds, with water flowing from one to the next. Always thought it would be fun doing something like that.
Personally I wouldn't buy a gallon size, unless I was looking to only feed 1 or 2 relatively small fish for awhile. I would think it would be ethical, so long as normal precautions are taken to keep the fish alive.
