FOr anyone that's new to this world of fish and pets and whatnot then what's your very first step before owning one? Like you have something in mind or maybe have no clue on what you going to get and so for anyone ready this topic what would you do and how much would you spend

I would personally say that the first step would probably be to figure out what tank you want, equipment (some people prefer to buy new/used, or buy as you go along), and then what you are planning to keep inside. A tank that you only want to kept for example hermit crabs and some corals will look and be completely different than a tank full of fish and invertebrates. Once you have those ideas in mind, next would probably be just researching and learning as much as possible on what you actually can keep with your setup, and what might be too big to keep once it hits the adult size.
